Rename all getters to use get/get0 in name

For functions that exist in 1.1.1 provide a simple aliases via #define.

EVP_MD_, and EVP_CIPHER_ prefixes are renamed.

submodules. Move those to crypto/include/internal and ada

Audit libcrypto for unchecked return values: fix all cases enountered

If we're going to return errors (no matter how stupid), then we should
test for them!

Change builting PBE to use static table. Add entries for HMAC and MD5, GOST.

Extend PBE code to support non default PKCS#5 v2.0 PRFs.
