ERR: Move ERR_set_mark(), ERR_pop_to_mark() and ERR_clear_last_mark()
Move them to their own source file, so they end up in a separate
object file. This allows providers to override the

object file. This allows providers to override their implementation
to use the corresponding OSSL_FUNC upcalls without having to
reimplement everything from crypto/err/err.c.

This deprecates all the ERR_load_ functions, and moves their definition to
separate C source files that can easily be removed when those functions are
finally removed.
This also reduces include/openssl/kdferr.h to include cryptoerr_legacy.h,
moves the declaration of ERR_load_ERR_strings() from include/openssl/err.h
to include/openssl/cryptoerr_legacy.h, and finally removes the declaration
of ERR_load_DSO_strings(), which was entirely internal anyway.

ERR_set_error(), ERR_vset_error(), which allocate a new error record

ERR_set_error(), ERR_vset_error(), which allocate a new error record
and set the diverse data in them. They are designed in such a way
that it's reasonably easy to create macros that use all of them but
then rely completely on the function signature of ERR_set_error() or
ERR_vset_error().

Now that we have the foundation for the "unified" build scheme in
place, we add build.info files. They have been generated from the
