http: don't send 100-continue for short PUT requests
This is already how curl is documented to behave in Everything curl, but
in actuality only short POSTs skip this. This should knock 3

This is already how curl is documented to behave in Everything curl, but
in actuality only short POSTs skip this. This should knock 30 seconds
off a full run of the test suite since the 100-continue timeout will no
longer be hit.

tests: use %TESTNUMBER instead of fixed number
This makes the tests easier to copy and relocate to other test numbers
without having to update content.

runtests: provide curl's version string as %VERSION for tests

This is what we do already in HTTPREQ_POST_FORM and what we did in the
HTTPREQ_POST case (regression since afd288b).
Prior to this change no Content-Length header would be sent in such a
case.
