In case a `ZEND_BIND_STATIC` is being executed, while the current chunk is full,
the `zend_array_dup()` call will trigger a OOM in ZendMM which will crash, as
the opline might be a dangling pointer.

* add missing test

* `assert()`ing seems easier than trying to make the compiler to not optimize

* moved from function call to INI setting, so we can use this in other places as well

* make `assert()` work no NDEBUG builds

* document magic number

* fix segfault in `ZEND_FUNC_GET_ARGS`

copy_file_range can return early without copying all the data. This is
legal behaviour and worked properly, unless the mmap fallback was used.
The mmap fallback would read too much data into the destination,
corrupting the destination file. Furthermore, if the mmap fallback would
fail and have to fallback to the regular file copying mechanism, a
similar issue would occur because both maxlen and haveread are modified.
Furthermore, there was a mmap-resource in one of the failure paths of
the mmap fallback code.
This patch fixes these issues. This also adds regression tests using the
new copy_file_range early-return simulation added in the previous
commit.

Add zend_ini_parse_quantity() and deprecate zend_atol(), zend_atoi()

zend_atol() and zend_atoi() don't just do number parsing.
They also check for a 'K', 'M', or 'G' at the end of the string,
and multiply the parsed value out accordingly.

Unfortunately, they ignore any other non-numerics between the
numeric component and the last character in the string.
This means that numbers such as the following are both valid
and non-intuitive in their final output.

* "123KMG" is interpreted as "123G" -> 132070244352
* "123G " is interpreted as "123 " -> 123
* "123GB" is interpreted as "123B" -> 123
* "123 I like tacos." is also interpreted as "123." -> 123

Currently, in php-src these functions are used only for parsing ini values.

In this change we deprecate zend_atol(), zend_atoi(), and introduce a new
function with the same behavior, but with the ability to report invalid inputs
to the caller. The function's name also makes the behavior less unexpected:
zend_ini_parse_quantity().

FFI test is adjusted to use a zend_test function. It just calls
zend_atol() internally, but could really be anything.

`zend_llist_add_element()` and `zend_llist_prepend_element()` now
explicitly expect a *const* pointer.

We use the macro `ZEND_VOIDP()` instead of a `(void*)` cast to suppress
C4090; this should prevent accidential removal of the cast by
clarifying the intention, and makes it easier to remove the casts if
the issue[1] will be resolved sometime.

To be able to have a regression test, we export the required test
function from the zend-test extension, and make sure that the test
can be run on different platforms regardless of whether zend-tests was
built statically or dynamically.

This patch removes the so called local variables defined per
file basis for certain editors to properly show tab width, and
similar settings. These are mainly used by Vim and Emacs editors
yet with recent changes the once working definitions don't work
anymore in Vim without custom plugins or additional configuration.
Neither are these settings synced across the PHP code base.

A simpler and better approach is EditorConfig and fixing code
using some code style fixing tools in the future instead.

This patch also removes the so called modelines for Vim. Modelines
allow Vim editor specifically to set some editor configuration such as
syntax highlighting, indentation style and tab width to be set in the
first line or the last 5 lines per file basis. Since the php test
files have syntax highlighting already set in most editors properly and
EditorConfig takes care of the indentation settings, this patch removes
these as well for the Vim 6.0 and newer versions.

With the removal of local variables for certain editors such as
Emacs and Vim, the footer is also probably not needed anymore when
creating extensions using ext_skel.php script.

Additionally, Vim modelines for setting php syntax and some editor
settings has been removed from some *.phpt files. All these are
mostly not relevant for phpt files neither work properly in the
middle of the file.
