Since we do no longer URL decode cookie names[1], we must not URL
encode the session name. We need to prevent broken Set-Cookie headers

Since we do no longer URL decode cookie names[1], we must not URL
encode the session name. We need to prevent broken Set-Cookie headers,
by rejecting names which contain invalid characters.
