Migrate skip checks to --EXTENSIONS--, p3

For rationale, see #6787

Extensions migrated in part 3:
* ftp
* gmp
* iconv
* opcache
* shmop

Fix persisting property info table with internal parent

If the property info comes from an internal parent, we won't have
an xlat entry for it. Leave it alone in that case.
