FETCH_OBJ_R may have an op1 CONST operand, even though it will
always error. We should take this into account when compacting

Fix literal compaction collision between string and double

Fixed bug #77275
Instead of juggling with this problem during literal compaction,
make sure that we always initialize Z_EXTRA for literals, which
seems like the more robust solution.

Compile/optimisation-time constants can't be circular, but in general may be reference-countable. It's better to use zval_ptr_dtor_nogc() to release them.
