Fix GH-8329 Print true/false instead of bool in error and debug messages (#8385)

This adds an assertion that this case indeed never happens

Promote incorrect bzerr stream type to TypeError

This restores the signature we originally promised for PHP-8.0,
without the spurious false return type.
