tests: use %TESTNUMBER instead of fixed number

This makes the tests easier to copy and relocate to other test numbers
without having to update content.

tests/data: Fix some mismatched XML tags in test cases

This allows these test files to pass xmllint.

The purpose is to provide detailed enough information to allow for
example libcurl bindings to get option information at run-time about
