tests: Add some missing keywords to tests
These are needed to skip some tests when configure options have disabled

tests: use %TESTNUMBER instead of fixed number
This makes the tests easier to copy and relocate to other test numbers
without having to update content.

When the method is updated inside libcurl we must still not change the
method as set by the user as then repeated transfers with that

handle might not execute the same operation anymore!
This fixes the libcurl part of #5462
Test 1633 added to verify.
