Migrate SKIPIF -> EXTENSIONS (#7138)

This is an automated migration of most SKIPIF extension_loaded checks.

Replace EXPECTF when possible

Convert enchant resources to opaque objects

Additionally, deprecate ENCHANT_MYSPELL and ENCHANT_ISPELL constants.
