enclose stat pages in tableless layout

Tableless manual. Tested in Firefox 1.5, Opera 9 and Internet Explorer 6 and all seem to work nicely.

I am after tableless-ing the homepage

point to more (external) sites

related links to the sidebar

lifted up the requirement to use PHP as an Apache module for the mirror (this was requested way back in time)

-interlink related sites (mirrors, cvsup)
-troubleshooting is a list of issues, so mark it up as such
-the maintainer is not a mirror :)

point out that uk.php.net is a busy mirror, and use the more exact 12GB number
