Oops, missed a spot where <>'s cause a problem

Lots of changes:
- fixed layout problems (gaps, misalignment, etc.)
- removed onResize function
- made flags smaller
- redid the downloads page
- reorganized the way the sites are

- made the onOver go a *bit* faster ... how's it now?
