Change the 30,000 site estimate to well over 60,000. Even this is super-conservative with Netcraft reporting 56,000 domains identifying themselves as mod_php sites.

Renamed the "white" class to "sidebartoc". The sidebar TOC probably looks bad in 3.0 browsers yet.
Don't need a separate manual.inc
Remove " functions" from the reference category names for tidier sidebar.
