Adding Adolfos RSS parser code slightly modified and

duh, be smarter about how we use lastchecked so we can distinguish between down and stale.

split mirror checking from script to send summary to php-mirrors.
don't play with active field in mirrors table, but just update the
lastupdated, lastchecked, and phpversion fields.

record when mirror was added and last edited

don't enable/disable mirrors. this gets too many wrong.
