Temporary increase to 7 to make mirrors display for four more days even if
the check script cannot run for some reason... As it's problems are figured
out, this should be set back to three...

Introduce the third type of local search for mirrors which need to be
informed that their search setup is not actual. This type can be removed

Adding beautifying functions to make date and PHP
