Reduce memory allocated by var_export, json_encode, serialize, and other (#8902) smart_str uses an over-allocated string to optimize for append operations. Functions that use smart_str tend to return the over-allocated string directly. This results in unnecessary memory usage, especially for small strings. The overhead can be up to 231 bytes for strings smaller than that, and 4095 for other strings. This can be avoided for strings smaller than `4096 - zend_string header size - 1` by reallocating the string. This change introduces `smart_str_trim_to_size()`, and calls it in `smart_str_extract()`. Functions that use `smart_str` are updated to use `smart_str_extract()`. Fixes GH-8896

Add additional double to string APIs zend_double_to_str() converts a double to string in the way that (string) would (using %.*H using precision). smart_str_append_double() provides some more fine control over the precision, and whether a zero fraction should be appeneded for whole numbers. A caveat here is that raw calls to zend_gcvt and going through s*printf has slightly different behavior for the degenarate precision=0 case. zend_gcvt will add a dummy E+0 in that case, while s*printf convert this to precision=1 and will not. I'm going with the s*printf behavior here, which is more common, but does result in a minor change to the precision.phpt test.

Remove local variables This patch removes the so called local variables defined per file basis for certain editors to properly show tab width, and similar settings. These are mainly used by Vim and Emacs editors yet with recent changes the once working definitions don't work anymore in Vim without custom plugins or additional configuration. Neither are these settings synced across the PHP code base. A simpler and better approach is EditorConfig and fixing code using some code style fixing tools in the future instead. This patch also removes the so called modelines for Vim. Modelines allow Vim editor specifically to set some editor configuration such as syntax highlighting, indentation style and tab width to be set in the first line or the last 5 lines per file basis. Since the php test files have syntax highlighting already set in most editors properly and EditorConfig takes care of the indentation settings, this patch removes these as well for the Vim 6.0 and newer versions. With the removal of local variables for certain editors such as Emacs and Vim, the footer is also probably not needed anymore when creating extensions using ext_skel.php script. Additionally, Vim modelines for setting php syntax and some editor settings has been removed from some *.phpt files. All these are mostly not relevant for phpt files neither work properly in the middle of the file.

Sync leading and final newlines in source code files This patch adds missing newlines, trims multiple redundant final newlines into a single one, and trims redundant leading newlines. According to POSIX, a line is a sequence of zero or more non-' <newline>' characters plus a terminating '<newline>' character. [1] Files should normally have at least one final newline character. C89 [2] and later standards [3] mention a final newline: "A source file that is not empty shall end in a new-line character, which shall not be immediately preceded by a backslash character." Although it is not mandatory for all files to have a final newline fixed, a more consistent and homogeneous approach brings less of commit differences issues and a better development experience in certain text editors and IDEs. Expand the smart_str API by: * smart_str_extract() which gets a finalized zend_string* from a smart_str, including insertion of the zero byte and handling of the empty string case. This should be preferred over using smart_str_0() in conjunction with str.s. * smart_str_get_len() which gets the length of the smart_str with handling of the empty string case.
