Add reference to phpweb/bin/createReleaseEntry

Update release-process.md wrt. new bin/createReleaseEntry

Note that `active => true` has to be kept for `$QA_RELEASES`

Otherwise the bug tracker and test failure reporting will not work as
intended (and maybe there are even more issues).
