Relicense build-related files under the PHP License
Move common make rules to rules_common.mk. This gets rid of the duplicated
stuff in rules.mk/rules_pear.mk.

Get rid of config.h.stub. Note that you should embed a comment about
what the respective define does into the AC_DEFINE macro. I.e.

(libtool isn't used anymore for compiling non-PIC objects),
- dependencies comparable to automake's without requiring GNU make or GCC,
