super-conservative with Netcraft reporting 56,000 domains identifying

Renamed the "white" class to "sidebartoc".
The sidebar TOC probably looks bad in 3.0 browsers yet.

Don't need a separate manual.inc

Remove " functions" from the reference category names for tidier sidebar.
