isset vs empty (Oops!)

Added more clickspots for feature requests and bugs, added code to:
a: swap out blank email address with php-general
b: trim leading/trailing blanks from notes.

Moved Corba up with other extensibility code, indented to match.

Removed MAGIC_COOKIE hack - with it, there's no way a developer will ever
get developer's interface if he has no cookie, and no way to get the cookie
without the dev interface

Little hack to ensure that developers see the developer
bug report edit interface and that users see the user
bug report edit interface interface
