make the "search" box in the header actually do a manual lookup first

here goes nothing. the new php site look. let the torrent of
bitter and angry "i hate change" emails begin.

split manual-lookup functions into include file (error page will use it soon)

There was an index problem here.
Now international manual preference is working well :)

Largely prefer international manuals, and cleaning up a bit...

International preference within the quickref box.
If no native language entry found, try the english.
I hope it will work, and you find it allright...

Grr.. Someone changed files directly in the checked out phpweb tree
on php2.chek.com. Checking those changes into CVS...

I could have sworn I fixed that already...
