Make Canadian flag point to www.ca.php.net. Should probably be ca.php.net
to be consistent with the others.

with a mechanism for adding a 'site sponsored by' type of label to the
footer. This is the mysql table that controls that. We should
probably maintain the dump of this table in CVS and then load it
periodically so that changes will get propogated everywhere.

Ouch. Amazing nobody caught this one before. The "Case sesitive" search
button logic was broken.
