Fixed wrong description about CLI sapi usage.
Currently "make test" is running test script as
./sapi/cli/php -c php.ini-dist run-tests.php
"make test" does not work... I'm suppo

Currently "make test" is running test script as
./sapi/cli/php -c php.ini-dist run-tests.php
"make test" does not work... I'm supposing this
will be changed to use CGI sapi for now.
