last bunch of extensions moving to ext/
fhttpd module taken out of functions, functions is ready to go.
The only extensions I have tested are gd+freetype and odbc(solid).

added PHP_API_VERSION, simply set it to 19990421 for now

* Rename php_compat.[ch] to flock_compat.[ch] and move it to ext/standard
* Fix Win32 compilation
